CARE Malawi developed the Community Score Card (CSC) in 2002 as part of a project aimed at developing innovative and sustainable models to improve health services. Since then, the CSC has become an internationally recognised participatory governance approach for improving the implementation of quality services. This toolkit gives practical, step-by-step guidance on using the CSC approach. The toolkit is generic in nature and can be applied in any sector including health, education, water and sanitation, and agriculture.

The 2011 food crisis in the Horn of Africa demonstrated that community resilience is more urgent than ever. Using evidence from a five year, cross border programme in Kenya, Ethiopia and Somalia, (RREAD) this paper aims to share evidence of approaches that work in building community resilience to shocks and stresses.

Key lessons for more effective natural resource management include, linking traditional knowledge with science and innovation, fostering inclusive local planning processes and improving access to markets to diversify livelihoods.

This paper explores and shares some of CARE’s experience of governance work, demonstrating outcomes that were achieved, the strategies used to achieve them, and some of the key challenges faced. The experiences and reflections shared here are products of the Governance Action Research (GARI) in which six country offices participated: Angola, Madagascar, Malawi, Mali, Nepal and Peru. The initiative worked with staff and partners through action research to encourage particpants to reflect on how governance works in their context and to unpack the ways in which CARE’s governance programming impacts upon the lives of the people in that context.

This briefing paper highlights key findings from in- depth research on DFID funded Nijera Botlagari Good Governance Initiative in Boltgari Union, North West Bangladesh implemented by Care Bangladesh and Ramnathpur Bahumukhi Nabayan Sangha (RBNS). The initiative facilitates social, economic and political empowerment processes with extremely poor women and men building their capacity to raise their voice and hold the Union Parishad council accountable for protecting and enhancing their rights.
