This paper provides a summary of key issues and priority approaches to help ensure a COVID-19 local-led and gendered response that meets the needs of all people, including those most left behind. The paper draws on existing CARE positions in the COVID-19 crisis and is in line with existing humanitarian advocacy priorities for CARE (localisation, Gender in Emergencies, nexus, effectiveness).
Key aims include:
- Ensure principled humanitarian access to all people in need
- Accelerate the New Way of Working and the Humanitarian-Development-Peace Triple Nexus given the far reaching and long term impacts of COVID-19
- Make more funding available to NGOs and adopt more flexible and adaptable funding and grants management mechanisms
- Ensure a gendered, rights-based and localised response that puts women and girls at the centre.
